JUSAG praises Mahama over historic passage of CI 141, appeals for 2026 salary review

The National President of the Judicial Service Staff Association of Ghana (JUSAG), Samuel Afotey Otu Esq., has commended President John Dramani Mahama’s administration for securing the long-awaited Conditions of Service for staff of the Judicial Service.

Mr. Afotey Otu described the passage of the Judicial Service Terms and Conditions of Service Regulation, 2025, popularly known as CI 141, as a historic achievement that brings certainty, fairness and stability to the welfare of judicial service staff after decades of unresolved challenges.

He made the remarks at the 2nd Quadrennial Delegates Conference of JUSAG in Tamale, where delegates are expected to elect new national executives and adopt resolutions to guide the association for the next four years.

According to the JUSAG President, staff of the Judicial Service had, for more than 30 years under the 1992 Constitution, struggled to secure comprehensive conditions of service, resulting in industrial actions that at times disrupted justice delivery.

He praised President Mahama for what he described as his administration’s commitment to addressing the longstanding concern and called on delegates to give the President a standing ovation.

However, Mr. Afotey Otu appealed to government to approve the pending 2026 salary review, expressing the hope that members would receive their outstanding arrears by September.

“Investing in Judicial Service staff is therefore an investment in justice itself. When justice stands strong, Ghana stands stronger,” he said.

Speaking on behalf of President Mahama, the Chief of Staff, Julius Debrah, reaffirmed government’s commitment to judicial independence and the welfare of staff of the Judicial Service.

Mr. Debrah said the passage of CI 141 represented a major milestone in addressing the welfare concerns of judicial service workers.

He said government would also continue to consider critical welfare issues, including salary reviews and housing, and assured the delegates of continued support for the Judicial City Estate Project, the Green City Housing Programme and the GH¢3 billion revolving fund for public sector workers.

The Chief of Staff further assured the conference that government would support the judiciary’s digital transformation agenda, including e-filing and virtual hearings, to help reduce delays and improve transparency in the administration of justice.

The Chief Justice, His Lordship Justice Baffoe-Bonnie, also urged delegates to deliberate on issues that would strengthen the Judicial Service and contribute to improved justice delivery.

The four-yearly conference brings together JUSAG delegates to elect national leaders and deliberate on matters affecting the association and its members.
